Clean Energy Nepal (CEN), in collaboration with the International Centre for Integrated Mountain Development (ICIMOD), is undertaking a comprehensive assessment of Nepal’s electric vehicle (EV) policy landscape. As Nepal experiences one of the fastest EV adoption rates globally, this study aims to critically examine existing policies, institutional frameworks, and market dynamics to better understand what is driving this transition and where key challenges remain. The research will contribute to strengthening Nepal’s pathway toward sustainable mobility, improved air quality, and long-term climate goals.

The study adopts a mixed-methods approach, combining policy reviews with stakeholder consultations, surveys, key informant interviews, and focus group discussions. It will analyze EV adoption trends across different regions and user groups while identifying policy gaps and opportunities for scaling electric mobility. The findings will inform a practical, evidence-based roadmap aligned with Nepal’s Nationally Determined Contributions (NDCs) and broader ambitions of achieving net-zero emissions.

A diverse range of stakeholders will be engaged throughout the study to ensure inclusivity and grounded insights. These include government agencies at federal, provincial, and local levels; EV importers and dealers; financial institutions; transport entrepreneurs and drivers; EV users; energy and infrastructure providers; civil society organizations; and development partners. Special attention will also be given to incorporating perspectives from underrepresented groups through a Gender Equality and Social Inclusion (GESI) lens.
